if i tweak the settings ingame(resolution etc)

and when i restart the game, everything is back to normal...

how does that come?

Did you remember to "save and exit"? I've not had the problem, but that would be my only guess.

ow and my cities save!
but when i restart the game it does not start in the region my cities are. but in the tutorial (begin) region.
(then i need to select my region and al my cities are fine.)
but
the settings still does not save.
ie. if i set the day/night rhythm  to day. then the next time i start the game its back to day and night.

Well I don't know about the saving issue, but I do know about the folder. They always start in the order they appear in the Regions folder (DOS .. normally aphabetically order). If you don't like that order you may rename them so their order is different or you may remove those that you do not intend to play. Move them to a backup folder and move them back if you decide to play them. You should have a backup folder anyways since you should carefully copy your "play" folder regions to the backup at fairly regular intervals. If you have an error you will lose your city completely without backups now and then.
