I downloaded and installed this along with all the dependencies, as far as I know. It is perfectly functional, but most of the rail is missing. If I query over it, it is rail, and trains will run through it. If there anyway to get the space to at least look like rail.  The picture for the recycling center shows it, so I am thinking that I am making an error. I even tried placing the rail before the center, but it still ended up looking like unzoned land. I ran the rail through after placing the center as well.

If this helps I noticed that the freight yards I downloaded days after have the rail track visually missing.

Sounds to me like you are missing the Rail Yard And Spur Textures Mega Pack 1 for the rails to appear.

Things like this can usually be avoided by reading the ReadMe's. ;)

I do have that and have reinstalled it several times thinking perhaps I kept missing it, but I still have the same result. I always read the readme files in any case.
