This problem have I never been able to figure out myself.
I "plant" a Low Health Residental, in other words, ghetto buildings. First they grow into these ghetto buildings(which is what I want), but later, they grow into modern and nicer buildings. I want to keep them in the ghetto form so I can make a poor neighbourhood.

In the same time, I want other Low Health Residental buildings in other neighbourhood to grow in to something nicer.

Is this possible?

Buildings change based on the local desirability, and of course due to the current demand. The game always tends to "upgrade" lower wealth buildings, once the desirability is high enough, and if there's demand for higher wealth buildings. The best thing you can do is setting those buildings as "historical", this will preserve their current state. Just be careful that the building doesn't get abandoned - in abandoned state, they won't be preserved, and still upgraded if the conditions get better suddenly. Nevertheless, the upgraded building will keep the "historical" status, so if you don't want it, you'll have to bulldoze it.

Keeping low-wealth buildings can be done either by setting the taxes so the demand for the other wealth levels stays negative, or barely around zero, and by keeping the desirability low enough, i. e. avoid parks, rewards and civic facilities in the neighborhood. You can use the SFBT Low Wealth park set, though, as it has been modded not to provide any park effect or other positive influences. There are probably other "ghetto" parks as well, but make sure to examine then in order to see if  they have been modded properly for that purpose. If not, better avoid parks and such entirely. The best method is using the "make historical" function, though.
