Good question!!! It's very simple!!! I change my computer's date to December 31, and then, when I'm playing, the game itself is responsible for producing snow in the city!!!

"Hmmm ... I don't remember if it's 25 or 31, because I did this image at the beginning of the year! But it's one of the two dates in December!"
